ODESSA, TEXAS/JANUARY 31, 2018 –  ON MONDAY, JANUARY 29TH AT APPROXIMATELY 2:05AM, OPD OFFICERS SAW A BROWN 1995 BUICK REGAL TRAVELING NORTHBOUND IN THE 300 BLOCK OF SOUTH GRANT AT A HIGH RATE OF SPEED. A TRAFFIC STOP WAS CONDUCTED ON THE VEHICLE. THE DRIVER WAS IDENTIFIED AS FERNANDO LARA GONZALES, 58-YEARS-OF-AGE. OFFICERS COULD SMELL A STRONG ODOR OF AN ALCHOLIC BEVERAGE COMING FROM GONZALES’ BREATH.

FERNANDO LARA GONZALES FAILED A FIELD SOBRIETY TEST AND WAS ARRESTED AND CHARGED WITH DRIVING WHILE INTOXICATED 3RD OR MORE “3RD DEGREE FELONY”, POSSESSION OF COCAINE “3RD DEGREE FELONY”,  FALSE IDENTIFICATION-FUGITIVE FROM JUSTICE “CLASS A MISDEMEANOR”, AND FOR A FELONY PROBATION WARRANT.

ON MONDAY, JANUARY 29 AT APPROXIMATELY 9:36PM, OPD OFFICERS RESPONDED TO THE SEVEN-ELEVEN LOCATED AT 1000 NORTH DIXIE IN REFERENCE TO A SOLICITOR CALL. OFFICER MADE CONTACT WITH A MALE SUBJECT MATCHING THE SUSPECT’S DESCRIPTION, WHO GAVE OFFICERS A FALSE NAME, BUT WAS LATER IDENTIFIED AS DAVID LEE DURAN, 28-YEARS-OF-AGE.

THE DURING THE INVESTIGATION IT WAS DISCOVERED THAT DURAN AND TWO FELONY WARRANTS OUT OF TARRANT COUNTY AND REEVES COUNTY.

DAVID LEE DURAN WAS ARRESTED AND CHARGED WITH BURGLARY OF A HABITATION (WARRANT) “2ND DEGREE FELONY” AND UNAUTHORIZED USE OF A MOTOR VEHICLE (WARRANT) “STATE JAIL FELONY”.

INVESTIGATORS RECEIVED INFORMATION AND BEGAN CHECKING OUT LEADS THAT DIRECTED OFFICERS TO A PROPERTY AT THE WEST COUNTY ROAD 116 LOCATION. THE MIDLAND COUNTY SHERIFF’S OFFICE ALONG WITH THE ASSISTANCE OF THE TEXAS RANGERS, MIDLAND DISTRICT ATTORNY LAURA NODOLF CONTACTED MARK 9, A K-9 SEARCH AND RESCUE TEAM FROM STEPHENVILLE TO ASSIST WITH THE INVESTIGATION BEGINING LAST SATURDAY MORING, JANUARY 27TH.

“9:00 O’CLOCK SUNDAY MORNING THE K-9 UNITS CAME BACK OUT, RAN THE DOGS BACK OVER CERTAIN AREAS. THE DOGS WENT TO THIS PARTICULAR AREA, AND THE DOGS, THREE OF THEM GOT DOWN AND STARTED DIGGING, WHENEVER THEY GOT THE SMELL. THAT WAS A POSITIVE HIT”

MIDLAND EMERGENCY MANAGEMENT DIRECTOR, DALE LITTLE, REACHED OUT TO GABE MCCLELLAND, THE CITY OF MIDLAND TRANSPORTANTION MANAGER FOR A LARGER MACHINE THAT WOULD MOVE MORE DEBRIS.

“THE INVESTIGATORS WERE ON THE FLOOR OF THE PIT AND WE’RE DIGGING AROUND WITH SHOVELS AND RAKES, KIND’VE LOOKING, AND THEY FOUND A SKELETAL FOOT STICKING UP OUT OF THE GROUND, AS THEY MOVE THE DIRT. THE SKELETAL FOOT CAME UP. WE IMMEADIATELY STOPPED EXCAVATING AND MOVED THE MACHINERY BACK. WE ROPPED OFF THE AREA WITH CRIME SCENE TAPE. AND NOW IT IS A CRIME SCENE FOR A HOMICIDE.”

SHERIFF PAINTER SAID THAT THE SKELETAL REMAINS WILL BE SENT TO TARRANT COUNTY TO A FORENSIC ANTHROPOLOGIST TO FIND OUT THE IDENTITY OF THE VICTIM AND HOW THE PERSON DIED.

THIS WILL TIE BACK TO A CASE THAT WE HAD BACK IN 2015. WE HAD TWO TEENAGERS COME UP MISSING. WE HAD THEIR FAMILIES GET IN TOUCH WITH US. THEY NOTIFIED US ASKED US TO DO A SEARCH. WE STARTED SEACHING. WE FOUND AN INDIVIDUAL IN A HOUSE THAT HAD SOME OF THEIR PROPERTY. WE COUNLD NOT FIND THE TEENAGERS, WE HAD NOTHING TO GO ON. AND WE BELIEVE, WE PRAY THAT THIS CASE WILL TIE BACK TO THAT, AND THAT WE POSSITIVELY IDENTIFY.

DNA OF THE PARENTS OF THE MISSING TEENAGERS HAS BEEN COLLECTED.

The Odessa Police Department has recently received several complaints in reference to a scam involving Dispatch.
Citizens have reported receiving calls from the phone number
432-333-3641, which is a non-emergency phone number for Dispatch. The suspects are pretending to be 9-1-1 operators and advising citizens that they are returning their call.
The suspects are asking citizens for their personal information and if they would like to donate money to the “Wounded Officer Foundation”. Please know that should Dispatch call someone back, the operator will never ask for personal information or money.
Odessa Police would like to remind the public that should someone receive a phone call from anyone claiming to work for Dispatch to please not pay any money or provide any personal information.

SOME MEMBERS OF THE CITY COUNCIL ARE IN UNISON WITH “THE GROUP”, KNOW AS “DRAIN THE SWAMP ODESSA, TEXAS TO RECONSTRUCT THE CITY CHARTER TO ALLOW THE MAYOR TO HAVE A VOTE AND TO HAVE AN ADDITIONAL “AT LARGE” POSITION.

“WE’VE HAD A HUDGE INFLUX OF POPULATION OVER LAST SEVEN YEARS THAN, WE’VE HAD IN THE LAST TWENTY. A CONCERN THAT COUNCILMAN GONZALES HAS IS THAT SOME DISTRICTS ARE MORE DISADVANTAGED THAN OTHERS, DUE TO THE AMOUNT OF REGISTERED VOTERS IN THOSE DISTRICTS. HE BELIEVES THAT AN ADDITIONAL AT LARGE POSITION COULD GIVE ONE DISTRICT AN UNFAIR ADVATANGE OVER OTHER DISTRICTS WITHIN THE CITY.

OFFICERS MADE CONTACT WITH THE 16-YEAR-OLD COMPLAINANT, WHO ADVISED THAT AN UNKNOWN MALE SUBJECT WALKED UP TO HER AND GRABBED HER IPHONE 6, AND ASKING HER TO GIVE HIM HER MONEY, THEN BEGAN DRAGGING HER BY HER BACKPACK. THE COMPLAINANT FEARED, THAT SHE WAS BEING KIDNAPPED. THE COMPLAINANT WAS ABLE TO SLIP OUT OF THE SHOULDER STRAPS OF THE BACKPACK.

THE MALE SUBJECT FLED EASTBOUND WITH THE COMPLAINANT’S BACKPACK, THAT CONTAINED HER WALLET AND SCHOOL NOTEBOOKS. OFFICERS WERE ABLE TO TRACE THE CELL PHONE TO A RESIDENCE LOCATED IN THE 300 BLOCK OF ELLIS. OFFICERS WENT TO THE LOCATION AND MAKE CONTACT WITH THE MALE SUBJECT IDENTIFIED AS JUAN PABLO ORTEGA, 22-YEARS-OF-AGE, WHO WAS IDENTIFIED AS THE SAME SUSPECT, WHO COMMITTED THE ROBBERY ON PARADISE AVENUE. OFFICERS ALSO MAKE CONTACT WITH A FEMALE SUBJECT, IDENTIFIFIED AS FELISA ANN OCHOA, 38-YEARS-OF-AGE, WHO WAS FOUND TO BE IN POSSESSION OF THE COMPLAINANT’S WALLET. OFFICERS ALSO LOCATED THE STOLEN CELL PHONE AND BACKPACK INSIDE THE RESIDENCE. OCHOA WAS ALSO FOUND TO BE IN POSSESSION OF METHAMPHETAMINE AND 57 CYCLOBENZAPRINE HYDROCHLORIDE PILLS.

ODESSA POLICE ARRESTED JUAN PABLO ORTEGA FRO ROBBERY “2ND DEGREE FELONY” AND TAMPERING WITH PHYSICAL EVIDENCE “3RD DEGREE FELONY” AND ALSO ARRESTED FELISA ANN OCHOA FOR POSSESSION OF METHAMPHETAMINE “STATE JAIL FELONY” AND POSSESSION OF A DANGEROUS DRUG “CLASS A MISDEMEANOR.”

ECTOR COUNTY/JANUARY 24, 2018 – IN ECTOR COUNTY, ON TUESDAY, JANUARY 23RD AT APPROXIMATELY 2:11PM, A SUBJECT EVADED DEPUTIES IN A VEHICLE WITH SPEEDS REACHING UP TO 100MPH IN THE AREA OF 26TH AND REDONDO. THE DRIVER WAS IDENTIFIED AS ALBERT LLANEZ, 19-YEARS-OF-AGE.

A DPS HELICOPTER WAS IN THE AREA AT THE TIME OF THE PURSUIT AND ASSISTED THE OFFICER, WHO ACTIVATED HIS EMERGENCY LIGHTS AND SIREN IN AN ATTEMPT TO STOP THE VEHICLE.

THE SUSPECT VEHICLE RAN MULTIPLE STOP SIGNS AND ATTEMPTED TO TURN ONTO 3RD STREET FROM FM 1936, WHEN HE COLLIDED HEAD ON WITH A POLE. LLANEZ EXITED THE VEHICLE AND RAN ON FOOT AND WAS QUICKLY LOCATED WITH THE HELP OF THE DPS HELICOPTER.

ALBERT LLANEZ WAS TAKEN INTO CUSTODY AND CHARGED WITH EVADING ARREST/DETENTION WITH VEHICLE F-3. NO BOND HAS BEEN SET.

IT WAS DISCOVERED THAT A NISSAN XTERRA, OPERTATED BY A 16-YEAR-OLD FEMALE, WAS TRAVELING EASTBOUND AT THE 1400 BLOCK OF YUKON, WHEN THE NISSAN XTERRA STRUCK THE GRAY BUICK VERANO CAUSING THE VEHICLE TO BE PUSHED INTO THE WESTBOUND LANE INTO ONCOMING TRAFFIC, WHERE A GRAY DODGE DURANGO, OPERTATED BY ALBERT MARTINEZ, 19-YEARS-OF-AGE STRUCK THE GRAY BUICK VERANO.

“ANNA PAREDES, SHE WAS THE VEHICLE THAT WAS STOPPED. THAT WAS COMPLETELY STOPPED ATTEMPTING TO TURN LEFT INTO THE ALTERNATIVE EDUCATION CENTER. SHE WAS TRANSPORTED TO MEDICAL CENTER AND LATER PASSED AWAY.”

KAYLEE INGRAM, WHO LIVES AROUND YUKON ROAD AND EL PASO, SAYS THAT THE CITY OF ODESSA HAS TO DO SOMETHING TO MAKE YUKON ROAD SAFER.

ODESSA, TEXAS/JANUARY 22, 2018 – ON JANUARY 22ND APPROXIMATELY 2:03AM, ODESSA POLICE RESPONDED TO GRAVES COURT IN NORTHEAST ODESSA IN REFERENCE TO A DISTURBANCE. OFFICERS MAKE CONTACT WITH THE 66 YEAR-OLD COMPLAINANT, WHO ADVISED OFFICERS THAT HE OBSERVED AN UNKNOW MALE SUBJECT WALK PAST THE WINDOW OF HIS HOUSE.

THE COMPLAINANT RETRIEVED A HANDGUN AND WALKED OUT TO HIS BACKYARD TO CONFRONT THE PROWLER, IDENTIFIED AS JERRY CUELLAR, 19-YEARS-OF AGE. THE 66-YEAR-OLD COMPLAINANT SAW CUELLAR GET INTO A SILVER PT CRUISER, THAT WAS PARKED IN THE ALLEY. THE COMPLAINANT CONFRONTED CUELLAR; CUELLAR PLACED THE VEHICLE INTO DRIVE AND BEGAN TO ACCELERATE TOWARD THE COMPLAINANT TO RUN HIM OVER CAUSING THE VEHICLE TO STRIKE THE FENCE. CUELLAR PLACED THE PT CRUISER IN REVERSE THEN ACCELERATED TOWARDS THE COMPLAINANT A SECOND TIME.

“ON THE THIRD TRY. THE FENCE FELL ON TOP OF THE COMPLAINANT. AT SOME POINT IN ALL OF THIS, THE COMPLIANANT FIRED MULTIPLE ROUNDS AT CUELLAR AND ACTUALLY STRUCK HIM ONE TIME IN THE FACE. CUELLAR WAS TRANSPORTED TO MEDICAL CENTER HOSPITA WITH SERIOUS BODILY INJURY AND IS CURRENTLY LISTED IN SERIOUS CONDITION.”

NO CHARGES HAVE BEEN FILED AT THIS TIME. THE INVESTIGATION CONTINUES.

ODESSA, TEXAS/JANURARY 20, 2018 – AN OPD OFFICER OBSERVED A GRAY 2018 TOYOTA TUNDRA PARKED IN A RESIDENTIAL DRIVEWAY IN THE 2600 BLOCK OF NEWELL ROAD. A COMPUTER CHECK REVEALED THAT THE VEHICLE HAD BEEN REPORTED STOLEN.

OFFICERS MADE CONTACT WITH TWO SUBJECTS AT THE RESIDENCE, IDENTIFIED AS HOWELL AND ELLENBURG. HOWELL WAS FOUND TO BE IN POSSESSION OF A BLACK TOYOTA TUNDRA KEY BELONING TO THE STOLEN VEHICLE. ELLENBURG WAS FOUND TO BE IN POSSESSION OF A BAG OF METHAMPHETAMINE AND A METH PIPE.

ODESSA POLICE HAS CHARGED AND ARRESTED NICHOLAS HOWELL, 25 YEARS OF AGE FOR THEFT OF PROPERTY “STATE JAIL FELONY”, AND JOE ELLENBURG, 31 YEARS OF AGE FOR POSESSION OF METHAMPHETAMINE “STATE JAIL FELONY.

 

ON DECEMBER 10, 2017, A 32- YEAR-OLD COMPLAINANT REPORTED TO THE ODESSA POLICE DEPARTMENT THAT SHE HAD BEEN ASSAULTED BY HER COMMON LAW-HUSBAND, IDENTIFIED AS LUIS AHBRAHAM TARANGO, 32 YEARS OF AGE.

DURING AN AGRUMENT BETWEEN BOTH SUBJECTS, TARANGO OPENED THE PASSENGER DOOR AND PUSHED HIS COMMON-LAW WIFE OUT OF THE VEHICLE, WHILE IT WAS MOVING. THE COMPLAINANT WAS TRANSPORTED TO MEDICAL CENTER HOSPITAL WITH SERIOUS BODILY INJURY AND SUSTAINED INJURIES ON HER UPPER LEFT ARM AND RIGHT KNEE.

LUIS ABRAHAM TARANGO, WAS CHARGED AND ARRESTED WITH AGGRAVATED ASSAULT WITH A DEADLY WEAPON (FAMILY VIOLENCE) ‘2ND DEGREE FELONY.”

 

ON FRIDAY, JANUARY 19TH AT APPROXIMATLEY 12:38AM OPD OFFICERS RESPONDED TO THE ARBOR TERRACE APARTMENTS LOCATED AT 1101 FITCH IN REFERENCE TO A DISTURBANCE.

OFFICERS MADE CONTACT WITH A MALE SUBJECT OUTSIDE OF THE RESIDENCE, IDENTIFIED AS ROLANDO ESCAJEDA-RUIZ, 29-YEARS-OF AGE. OFFICERS FOUND ESCAJEDA-RUIZ TO HAVE SLURRED SPEECK, BLOODSHOT EYES AND UNSTEADY BALANCE. OFFICERS THEN MADE CONTACT WITH THE FEMALE, 27-YEAR-OLD GIRLFRIEND AND AN 8-YEAROLD FEMALE INSIDE OF THE APARTMENT.

IT WAS DISCOVERED DURING THE INVESTIGATION THAT ESCAJEDA-RUIZ AND HIS GIRLFRIEND GOT INTO AN ARGUMENT. HE PUSHED HIS GIRLFRIEND, AND THEN, KICKED THE 8-YEAR-OLD FEMALE IN THE HEAD.

ROLADO ESCAJEDA-RUIZ WAS CHARGED AND ARRESTED FOR INJURY TO A CHILD “STATE JAIL FELONY”, ASSAULT FAMILY VIOLENCE “MISDEMEANOR C”, AND PUBLIC INTOXICATION “MISDEMEANOR C”.

 

ON WEDNESDAY, JANUARY 17TH, AT, APPROXIMATELY 3:30PM, OPD OFFICERS SAW A BLACK 2006 LINCOLN LS TRAVELING SOUTHBOUND IN THE 2000 BLOCK OF NORTH COUNTY ROAD WEST WITH AN EXPIRED REGISTRATION.

A TRAFFIC STOP WAS CONDUCTED ON THE VEHICLE. THE DRIVER WAS IDENTIFIED AS IVAN RODRIGUEZ, 21-YEARS-OF-AGE.

OFFICERS COULD SMELL A STRONG ODOR OF MARIJUANA COMING FROM THE VEHICLE AND FOUND RODRIGUEZ TO BE IN POSSESSION OF A LOADED HANDGUN, WHICH HAD BEEN REPORTED STOLEN OUT OF MIDLAND.

IVAN RODRIGUEZ WAS CHARGED AND ARRESTED FOR THEFT OF A FIREAM “STATE JAIL FELONY”.

 

ON WEDNESDAY, JANUARY 17TH, AT A APPROXIMATELY 12:42AM, OFFICERS OBSERVED A 1997 CHEVROLET 1500 FAIL TO STOP AT A PROPER PLACE AT THE INTERSECTION OF 29TH STREET AND TEXAS.

A TRAFFIC STOP WAS CONDUCTED ON THE VEHICLE AND THE DRIVER WAS IDENTIFIED AS JOSEPH DAVID TIBBETS, 39-YEARS-OF-AGE. OFFICERS FOUND TIBBETS TO BE IN POSSESSION TO TWO BAGS OF METHAMPHETAMINE, XANAX, AZITHROMYCIN AND AMOXI-CLAV AND ALSO IN POSSESSION OF A .22 RAVEN ARMS MP-25 GUN TIBBETS WAS UNABLE TO PROVIDE A PRESCRIPTION FOR ALL OF THE PILLS-TIBBESTS WAS A CONVICTED FELON.

ODESSA POLICE ARRESTED JOSEPH DAVID TIBBETS FOR UNLAWFUL POSSESSION OF A FIRE ARM BY A FELON “FELONY 3”, POSSESSION OF A CONTROLLED SUBSTANCE “MISDEMEANOR A” AND TWO COUNTS OF POSSESSION OF DANGEROUS DRUGS “MISDEMEANOR A.”

 

ON WEDNESDAY, JANUARY 17TH AT APPROXIMATELY 11:09PM OFFICERS SAW A BLACK 2016 NISSAN ALTIMA TURN ONTO THE 1000 BLOCK OF EAST MONAHANS, THEN TRAVELING ON THE WRONG SIDE OF THE STREET.

A TRAFFIC STOP WAS CONDUCTED ON THE VEHICLE AND THE DRIVER WAS IDENTIFIED AS RONNY PYRELL JOHNSON, JR., 25-YEARS-OF-AGE. OFFICERS COULD SMELL A VERY STRONG ODOR OF MARIJUANA COMING FROM INSIDE THE VEHICLE AND ALSO SAW A CRACK ROCK, ON THE DRIVER’S SEAT. OFFICERS FOUND JOHNSON IN POSSESSION OF AN OPEN BOX OF BAKING SODA, A DIGITAL SCALE, TWO CRACK PIPES, A METH PIPE, TWO SYRINGES, THREE CELL PHONES AND THREE MARIJUANA CIGARS.

A SEARCH OF THE VEHICLE YEILDED TWO BAGS OF METHAMPHETAMINE IN THE CENTER CONSOLE AND APPROXIMTELY 1.8 GRAMS OF COCAINE INSIDE OF RONNY JOHNSON JR.’S FRONT LEFT POCKET.

ODESSA POLICE ARRESTED RONNY PYRILL JOHNSON, JR. WITH MANUFACTURE OF DELIVERY OF A CONTROLLED SUBSTANCE 2ND DEGREE FELONY, POSSESSION OF METHAMPHETAMINE “STATE JAIL FELONY”, POSSESSION OF MARIJUANA “CLASS B MISDEMEANOR”.
