THE PEPPER SPRAY GUN SHOOTS A SHOTGUN BLAST OF PEPPER SPRAY OUT AT APPROXIMATLEY 4O5 MILES PER HOUR AND CAN REACH A SUSPECT AT ABOUT 23 FEET AWAY. AFTER AN OFFICER TAGS A SUSPECT WITH THE PEPPER SPRAY, THE OFFICER CAN WALK UP TO HIM AND CUFF HIM, WITHOUT CROSS CONTAMINATION OR SMELL FROM THE SPRAY.

APPROXIMATELY 10 TO 11 MILLION DOLLARS WILL ALLOCATED TO HELP TXDOT FINISH CONSTRUCTION SOONER.

ODESSA, TEXAS/SEPTEMBER 26, 2017/OPD-ON SEPTEMBER 25, 2017, AT APPROXIMATELY 2:18 AM, OPD OFFICERS OBSERVED A RED 2004 DODGE NEON TRAVELING IN THE 1100 BLOCK OF MILBURN WITH NO HEADLIGHT OR TAILLIGHTS ON.

A TRAFFIC STOP WAS CONDUCTED ON THE VEHICLE AND THE DRIVER WAS IDENTIFIED AS KRISTA CUELLAR, 30 YEARS OF AGE AND THE PASSENGER AS A 15-YEAR-OLD FEMALE. THE INVESTIGATION REVEALED THAT CUELLAR HAD SIX OUTSTANDING WARRANTS. CUELLAR ADVISED OFFICERS THAT SHE HAD FIVE CHILDREN AT HER RESIDENCE. OFFICERS RESPONDED TO THE 1500 OF NORTH MUSKINGUM TO CONDUCT A WLFARE CHECK.

WHEN OFFICERS ARRIVED AT THE RESIDENTCE, THEY OBSERVED THE FRONT DOOR WIDE OPEN AND FOUND FIVE UNATTENDED CHILDREN INSIDE THE CUELLAR’S RESIDENCE. THE CHILDREN WERE IDENTIFIED AS A 7 YEAR – OLD FEMALE, A 6 YEAR – OLD FEMALE, A 5 YEAR – OLD MALE AND A 3 YEAR OLD MALE, AND A 6 MONTH OLD FEMALE.

KRISTA CUELLAR WAS CHARGED AND ARRESTED FOR FIVE COUNTS OF ABANDONING OR ENDANGERING A CHILD “STATE JAIL FELONY”, POSSESSION OF CONCAINE “STATE JAIL FELONY, AND FOR OUTSTANDING WARRANTS. CUELLAR WAS TRANSPORTED TO THE ECTOR COUNTY LAW ENFORCEMENT CENTER.

 

ON SEPTEMBER 24, 2017 AT APPROXIMATLEY 11:38PM, OFFICERS RESPONDED TO NORTHEAST ODESSA IN FREFERENCE TO A SEXUAL ASSAULT THAT HAD JUST OCCURRED. WHEN OFFICERS ARRIVED, THEY MADE CONTACT WITH A 28 YEAR OLD FEMALE AND A MALE SUBJECT IDENTIFIED AS LOUIS ROMERO GRANDADO 41 YEARS OF AGE.

THE 28 YEAR-OLD FEMALE TOLD OPD OFFICERS THE SHE WAS ASLEEP AND WOKE UP TO GRANDADO SEXUALLY ASSAULTING HER WITHOUT CONSENT. LOUIS GRANDADO ADVISED OFFICERS THAT HE HAD CONSENSUAL SEX WITH THE 28 – YEAR-OLD FEMLE.

LOUIS ROMERO GRANDADO WAS CHARGED AND ARRESTED FOR AGGRAVATED SEXUAL ASSAULT “1ST DEGREE FELONY”.

 

ON SEPTEMBER 23, 2017, AT APPROXIMATELY 1:56AM, OPD OFFICERS CONDUCTED A TRAFFIC STOP ON A GREEN 2000 HONDA ACCORD IN THE 1600 BLOCK OF SOUTH GRANT.

THE DRIVER OF THE VEHICLE WAS IDENTIFIED AS ANISSA LANE 40 YEARS-OF-AGE AND THE PASSENGER AS ALFREDO ROMAN 38 YEARS-OF-AGE.

OFFICERS COULD SMELL AND ODOR OF MARIJUANA COMING FROM THE VEHICLE. OFFICERS SEARCHED THE VEHICLE AND DISCOVERED METHAMPHETAMINE AND MARIJUAN IN MULTIPLE LOCATIONS.

ODESSA POLICE CHARGED AND ARRESTED ALFREDO ROMAN AND ANISSA LANE FOR POSSESSION OF METHAMPHETAMINE “STATE JAIL FELONY” AND POSSESSION OF MARIJUANA “CLASS B MISDEMEANOR”.

 

ON SEPTEMBER 22, 2017, AT APPROXIMATELY 8:48PM, OFFICERS OBSERVED A SILVER 2001 CHEVROLET SILVERADO FAIL TO MAINTAIN A SINGLE MARKED LANE AND STRIKE THE WEST CURB LINE WHILE TRAVELING THE 3800 BLOCK OF NORTH DIXIE.

A TRAFFIC STOP WAS CONDUCTED ON THE VEHICLE AND THE DRIVER WAS IDENTIFIED AS DAMIAN TAVAREZ 19 YEARS-OF-AGE. OFFICERS FOUND TAVAREZ TO BE IN POSSESSION OF APPROXIMATELY 3.5 GRAMS OF COCAINE AND 214 ALPRAZOLAM PILLS BAGGED INDIVIDUALLY FOR RESALE IN BAGGIES.

DAMIAN TAVAREZ WAS CHARGED AND ARRESTED FOR DELIVERY OF COCAINE “2ND DEGREE FELONY” AND DELIVERY OF A CONTROLLED SUBSTANCE “STATE JAIL FELONY”. TAVAREZ WAS TRANSPORTED TO THE ECTOR COUNTY LAW ENFORCEMENT CENTER.

ODESSA, TEXAS/SEPTEMBER 25, 2017 – DURING THE REGULAR SCHEDULED ECTOR COUNTY COMMISSIONER’S MEETING, A PUBLIC HEARING WAS HELD REGARDING THE TERMINATION OF EMPLOYMENT OF TWO ECTOR COUNTY EMPLOYEES WITH THE ECTOR COUNTY SENIOR ACTIVITY CENTER.

DORINDA ARROYOS AND LOURDES FLORES ADDRESSED THE COUNTY COMMISSIONERS TO DISCUSS THEIR WORK HISTORY WITH THE COUNTY, AS WELL AS COMPLAINTS AND ISSUES THAT WERE MAINLY DIRECTED AT DONNA GREAVES. DIRECTOR OF THE SENIOR ACTIVITY CENTERS WITH ECTOR COUNTY.

THERE WAS AN ACCUSATION MADE BY DORINDA ARROYOS AND LOURDES FLORES, THAT DONNA GREAVES TOLD THEM THAT IT WAS THE DECISION OF THE COUNTY COMMISSIONERS AND ECTOR COUNTY JUDGE RON ECKERT TO TERMINATE THEIR EMPLOYMENT.

“I’M VERY DISAPPOINTED TO HEAR THAT THEY MENTIONED TO US, THAT WE WERE GOING TO MAKE THAT DECISION. AND, IT WASN’T US; IT WAS THE DEPARTMENT HEAD TO MAKE THAT DECISION.”

THERE WAS OPPOSITION TO THIS PUBLIC HEARING BY GREG SIMMONS, ECTOR COUNTY COMMISIONER PCT. 2, WHO FELT THAT ITEM 12 AND 13 IN THE PERSONSAL REQUEST SECTION OF TODAY’S AGENDA, SHOULD BE PRESENTED IN EXECUTIVE SESSION.

ECTOR COUNTY COMMISSIONER RODRIGUEZ ACKNOWLEGES THAT HE WOULD WELCOME AN INVESTIGATION OF THE SENIOR ACTIVITY CENTER DEPARTMENT HEAD.

MANY SENIOR CITIZENS THAT USE THE ECTOR COUNTY SENIOR ACTIVITY CENTERS WERE IN ATTENDANCE AT THE COMMISSIONER’S COURT TO GIVE MORAL SUPPORT TO DORINDA ARROYOS AND LOURDES FLORES.

DOROTHY HALL JENKINS, WHO HAS LIVED IN ODESSA SINCE 1960, READ OFF SOME OF THE ISSUES TO THE COUNTY COMMISSIONERS THAT AFFECT SENIORS IN THE COMMUNITY.

ECTOR COUNTY HAS HAD TO MAKE BUDGET CUTS DUE TO A SHORTFALL IN COUNTY TAX REVENUES. SOME OF THE CUTS INCLUDE TERMINATING EMPLOYMENT FOR MANY COUNTY EMPLOYEES. IN EARLY SEPTEMBER, ECTOR COUNTY APPROVED A PROPERTY TAX INCREASE THAT WILL GO IN EFFECT IN OCTOBER 2017

ODESSA, TEXAS/SEPTEMBER 24, 2017/OPD – ODESSA POLICE HAVE MADE FOUR ARRESTS IN CONNECTION TO A NARCOTICS AND STOLEN PROPERTY INVESTIGATION.

ON SEPTEMBER 22, 2017, AT APPROXIMATELY 7:00AM, ODESSA POLICE EXECUTED A SEARCH WARRANT IN THE 100 BLOCK OF SOUTH PERSIMMON AVENUE.

OFFICERS CHARGED AND ARRESTED RUBEN ALVARADO, 30 YEARS OF AGE AND PATRICIA DE LA PENA, 41 YEARS OF AGE WITH DELIVERY OF METHAMPHETAMINE “1ST DEGREE FELONY” AND POSSESSION OF MARIJUANA “3RD DEGREE FELONY’.

OFFICERS ALSO CHARGED AND ARRESTED PASCUAL ARMENDARIZ, 38 YEARS OF AGE AND JORGE ALDACO, 20 YEARS OF AGE WITH THEFT OF PROPERTY “3RD DEGREE FELONY, POSESSION OF MARIJUANA “3RD DEGREE FELONY AND POSSESSION OF METHAMPHETAMINE “STATE JAIL FELONY.”

ALL FOUR SUBJECTS WERE TAKEN INTO CUSTODY AND TRANSPORTED THE ECTOR COUNTY LAW ENFORCEMENT CENTER.

ALSO ON FRIDAY, SEPTEMBER 22, 2017, ODESSA POLICE RESPONDED TO MEDICAL CENTER HOSPITAL LOCATED AT 500 WEST STREET IN REFRENCE TO A GUNSHOT VICTIM.

AN 18 YEAR-OLD MALE WAS SHOT IN THE HAND BY AN UNKNOWN PERSON NEAR 14TH AND JACKSON. THE VICTIM WAS TRANSPORTED TO MEDICAL CENTER HOSPITAL WITH NON-LIFE THREATENING INJURIES.

NO ARRESTS HAVE BEEN MADE AND THERE ARE NO SUSPECTS. ANYONE WITH INFORMATION TO THIS INCEDENT CONTACT THE ODESSA POLICE DEPARTMENT OR ODESSA CRIMESTOPPERS AT 432-333-TIPS. THE INVESTIGATION CONTINUES.
