DRB MEDIA COMMUNICATIONS DIGITAL NEWS(013118) – ARRESTS OF THE DAY – GONZALES / DURAN

ODESSA, TEXAS/JANUARY 31, 2018 –  ON MONDAY, JANUARY 29TH AT APPROXIMATELY 2:05AM, OPD OFFICERS SAW A BROWN 1995 BUICK REGAL TRAVELING NORTHBOUND IN THE 300 BLOCK OF SOUTH GRANT AT A HIGH RATE OF SPEED. A TRAFFIC STOP WAS CONDUCTED ON THE VEHICLE. THE DRIVER WAS IDENTIFIED AS FERNANDO LARA GONZALES, 58-YEARS-OF-AGE. OFFICERS COULD SMELL A STRONG ODOR OF AN ALCHOLIC BEVERAGE COMING FROM GONZALES’ BREATH.

FERNANDO LARA GONZALES FAILED A FIELD SOBRIETY TEST AND WAS ARRESTED AND CHARGED WITH DRIVING WHILE INTOXICATED 3RD OR MORE “3RD DEGREE FELONY”, POSSESSION OF COCAINE “3RD DEGREE FELONY”,  FALSE IDENTIFICATION-FUGITIVE FROM JUSTICE “CLASS A MISDEMEANOR”, AND FOR A FELONY PROBATION WARRANT.

ON MONDAY, JANUARY 29 AT APPROXIMATELY 9:36PM, OPD OFFICERS RESPONDED TO THE SEVEN-ELEVEN LOCATED AT 1000 NORTH DIXIE IN REFERENCE TO A SOLICITOR CALL. OFFICER MADE CONTACT WITH A MALE SUBJECT MATCHING THE SUSPECT’S DESCRIPTION, WHO GAVE OFFICERS A FALSE NAME, BUT WAS LATER IDENTIFIED AS DAVID LEE DURAN, 28-YEARS-OF-AGE.

THE DURING THE INVESTIGATION IT WAS DISCOVERED THAT DURAN AND TWO FELONY WARRANTS OUT OF TARRANT COUNTY AND REEVES COUNTY.

DAVID LEE DURAN WAS ARRESTED AND CHARGED WITH BURGLARY OF A HABITATION (WARRANT) “2ND DEGREE FELONY” AND UNAUTHORIZED USE OF A MOTOR VEHICLE (WARRANT) “STATE JAIL FELONY”.

MIDLAND COUNTY, TEXAS/JANUARY 30, 2018 – MIDLAND COUNTY SHERIFF, GARY PAINTER ANNOUNCED ON MONDAY, JANUARY 29TH THE DISCOVERY OF HUMAN SKELETAL REMAINS IN A LAND PIT IN THE 5000 BLOCK OF WEST COUNTY ROAD 116.

ONE RESIDENT SAW PEOPLE AT THE LOCATON THREE WEEKS PRIOR TO THIS PAST WEEKEND’S DISCOVERY.

(TRANSLATION) “THEY WERE FLYING A DRONE, THEY WERE TAKING PICTURES, THEY WERE LOOKING AROUND THE AREA.”

INVESTIGATORS RECEIVED INFORMATION AND BEGAN CHECKING OUT LEADS THAT DIRECTED OFFICERS TO A PROPERTY AT THE WEST COUNTY ROAD 116 LOCATION. THE MIDLAND COUNTY SHERIFF’S OFFICE ALONG WITH THE ASSISTANCE OF THE TEXAS RANGERS, MIDLAND DISTRICT ATTORNY LAURA NODOLF CONTACTED MARK 9, A K-9 SEARCH AND RESCUE TEAM FROM STEPHENVILLE TO ASSIST WITH THE INVESTIGATION BEGINING LAST SATURDAY MORING, JANUARY 27TH.

“9:00 O’CLOCK SUNDAY MORNING THE K-9 UNITS CAME BACK OUT, RAN THE DOGS BACK OVER CERTAIN AREAS. THE DOGS WENT TO THIS PARTICULAR AREA, AND THE DOGS, THREE OF THEM GOT DOWN AND STARTED DIGGING, WHENEVER THEY GOT THE SMELL. THAT WAS A POSITIVE HIT”

MIDLAND EMERGENCY MANAGEMENT DIRECTOR, DALE LITTLE, REACHED OUT TO GABE MCCLELLAND, THE CITY OF MIDLAND TRANSPORTANTION MANAGER FOR A LARGER MACHINE THAT WOULD MOVE MORE DEBRIS.

“THE INVESTIGATORS WERE ON THE FLOOR OF THE PIT AND WE’RE DIGGING AROUND WITH SHOVELS AND RAKES, KIND’VE LOOKING, AND THEY FOUND A SKELETAL FOOT STICKING UP OUT OF THE GROUND, AS THEY MOVE THE DIRT. THE SKELETAL FOOT CAME UP. WE IMMEADIATELY STOPPED EXCAVATING AND MOVED THE MACHINERY BACK. WE ROPPED OFF THE AREA WITH CRIME SCENE TAPE. AND NOW IT IS A CRIME SCENE FOR A HOMICIDE.”

SHERIFF PAINTER SAID THAT THE SKELETAL REMAINS WILL BE SENT TO TARRANT COUNTY TO A FORENSIC ANTHROPOLOGIST TO FIND OUT THE IDENTITY OF THE VICTIM AND HOW THE PERSON DIED.

THIS WILL TIE BACK TO A CASE THAT WE HAD BACK IN 2015. WE HAD TWO TEENAGERS COME UP MISSING. WE HAD THEIR FAMILIES GET IN TOUCH WITH US. THEY NOTIFIED US ASKED US TO DO A SEARCH. WE STARTED SEACHING. WE FOUND AN INDIVIDUAL IN A HOUSE THAT HAD SOME OF THEIR PROPERTY. WE COUNLD NOT FIND THE TEENAGERS, WE HAD NOTHING TO GO ON. AND WE BELIEVE, WE PRAY THAT THIS CASE WILL TIE BACK TO THAT, AND THAT WE POSSITIVELY IDENTIFY.

DNA OF THE PARENTS OF THE MISSING TEENAGERS HAS BEEN COLLECTED.

DRB MEDIA COMMUNICATIONS DIGITAL NEWS(012818) – OPD WARNING PUBLIC ABOUT A DISPATCH SCAM

The Odessa Police Department has recently received several complaints in reference to a scam involving Dispatch.
Citizens have reported receiving calls from the phone number
432-333-3641, which is a non-emergency phone number for Dispatch. The suspects are pretending to be 9-1-1 operators and advising citizens that they are returning their call.
The suspects are asking citizens for their personal information and if they would like to donate money to the “Wounded Officer Foundation”. Please know that should Dispatch call someone back, the operator will never ask for personal information or money.
Odessa Police would like to remind the public that should someone receive a phone call from anyone claiming to work for Dispatch to please not pay any money or provide any personal information.

ODESSA, TEXAS/JANUARY 28, 2018 – ON NOVERMBER 13, 2017 AT APPROXIMATELY 3:20PM, A THEFT OCCURRED AT WAL-MART EAST AT 4210 NORTH JBS PARKWAY.

AN UNKNOWN MALE SUBJECT CONCEALED APPROXIMATELY $150 DOLLARS WORTH OF MERCHANDISE INSIDE OF HIS JACKET AND EXITED THE STORE WIOUT MAKING ANNY ATEMP TO PAY. THE SUSPECT LEFT THE SCENE IN A MAROON TOYOTA TUNDRA.

ALTHOUGH, YOU CAN HAVE A DIFFERENT OPINION AND ANYTIME WE HAVE DIFFERENCES IN OPINION, THAT’S NOT BAD, BECAUSE BELIEVE YOU ME, IF WE ALL VOTE YES, ALL VOTE NO ON THE SAME THING ALL THE TIME; FOLKS YOU HAVE A PROBLEM, YOU REALLY GOT A PROBLEM. WE NEED TO DO WHAT IS BEST FOR OUR DISTRICTS. I SINCERELY BELIEVE FROM THE BOTTOM OF MY HEART, THAT SINGLE MEMBER DISTRICTS REPRESENT THE PEOPLE OF THOSE DISTRICTS VERY-VERY WELL.”

DURING THE RECENT MEETING OF THE ODESSA CITY COUNCIL A VERY POLARIZING ISSUE WAS PRESENTED AS AN AGENDA ITEM. SEVERAL RESIDENTS VOICED THEIR OPINIONS AND CONCERN TO THE CITY COUNCIL

SOME MEMBERS OF THE CITY COUNCIL ARE IN UNISON WITH “THE GROUP”, KNOW AS “DRAIN THE SWAMP ODESSA, TEXAS TO RECONSTRUCT THE CITY CHARTER TO ALLOW THE MAYOR TO HAVE A VOTE AND TO HAVE AN ADDITIONAL “AT LARGE” POSITION.

“WE’VE HAD A HUDGE INFLUX OF POPULATION OVER LAST SEVEN YEARS THAN, WE’VE HAD IN THE LAST TWENTY. WE HAVE A CHANGING CITY AND I THINK THAT A LOT OF THNGS THAT WERE TALKED ABOUT OR LOOKED AT WAS REPRESENTATION. YOU KNOW AGAIN, THAT’S ONE OF THE THINGS ABOUT OUR GREAT, GREAT COUNTY, WE’RE ABLE TO ELECT REPRESENTATION IF SO NEED BE.”

SEVERAL ODESSA RESIDENTS AT THE MEETING VOICED THAT THE CITY COUNCIL IS DIVISIVE AND IS HINDERING CERTAIN ITEMS FROM MOVING FORWARD. COUNCILMAN GONZALES SAYS THAT THE CITY COUNCIL IS DOING ITS JOB.

“A LOT HAS BEEN PORTRAYED BY CERTAIN MEDIA, THAT, YOU KNOW, HOW WE, WHAT WE’RE DOING IS WRONG. WHAT WE’RE DOING IS NEGATIVE AND AT THE END OF THE DAY, NOBODY ON THAT CITY COUNCIL HAS ANY BAD INTENTIONS, SO IT HURTS ME THAT PEOPLE SAY WE’RE BEING DEVICIVE. WE’RE NOT. WE’RE ASKING QUESTIONS. WE’RE NOT RUBBER STAMPING ANYMORE.”

A CONCERN THAT COUNCILMAN GONZALES HAS IS THAT SOME DISTRICTS ARE MORE DISADVANTAGED THAN OTHERS, DUE TO THE AMOUNT OF REGISTERED VOTERS IN THOSE DISTRICTS. HE BELIEVES THAT AN ADDITIONAL AT LARGE POSITION COULD GIVE ONE DISTRICT AN UNFAIR ADVATANGE OVER OTHER DISTRICTS WITHIN THE CITY.

“WHEN YOU HAVE AN AT LARGE AND YOU HAVE ONE PERSON TRYING TO REPRESENT: 1-2-3-4-5 DISTRICTS THAT ARE ALL DIFFERENT. I DON’T CARE HOW YOU TRY, YOU’RE NOT GOING TO DO A GOOD JOB OF REPRESENTING ALL FIVE OF THOSE DISTRICTS. YOU CAN REPRESENT ONE, MAYBE ONE AND A HALF, BUT YOU’RE NOT GOING REPRESENT ALL OF THEM VERY WELL, BECAUSE THEY ARE ALL SO DISTINCTLY DIFFERENT. YOU NEED TO KNOW AND UNDERSTAND YOUR DISTRICT. YOU NEED TO KNOW WHAT THE PEOPLE NEED. YOU CAN’T DO THAT WITH AN “AT LARGE”

SOME MEMBERS OF THE CITY COUNCIL AGREE THAT WAITING FOR THE UPCOMING CENSUS WOULD BE BETTER FOR ODESSA IN THE LONG RUN. HOWEVER, COUNCILMAN DEWEY BRYAN DISAGREES.

“THE OTHER THING YOU GOT TO TAKE INTO CONSIDERATION, IS HOW LONG DOES THE TABULATION OF THE CENSUS TAKES? THIS ISN’T A PROCESS THAT YOU COULD DO IN 2020 AND GET THE ANSWER THE NEXT DAY, IT’S A LONG – TERM PROCESS, AND SO, I THINK THEY’RE LOOKING AT TODAY’S ENVIRONMENT.”
