ODESSA, TEXAS/ MARCH 26, 2018 – ON MARCH 23RD AT APPROXIMATLEY 8:21PM ODESSA POLICE RESPONDED TO THE 800 BLOCK OF 13TH STREET IN REFERENCE TO A FOUND CHILD. OFFICERS MADE CONTACT WITH THE COMPLAINANT, WHO ADVISED OFFICERS THAT SHE HAD LOCATED A 4-YEAR-OLD FEMALE AT THE PARK AND WOULD NOT STOP CRYING.

OFFICERS BEGAN KNOCKING ON APARTMENT DOOS ACROSS THE STREE AND EVENTUALLY LOCATED THE MOTHER, IDENTIFIED AS APRILL HILL, 28-YEARS-OF-AGE. HILL FAILED TO NOTICE HER CHILD’S ABSENCE FOR APPROXIMATELY THREE HOURS. CPS WAS NOTIFIED OF THE INCIDENT AND THE CHILD WAS RELEASED TO A FAMILY MEMBER.

APRIL HILL WAS CHARGED AND ARRESTED FOR ABANDONING/ENDANGERING A CHILD “2ND DEGREE FELONY”. HILL WAS TRANSPORTED TO THE ECTOR COUNTY LAW ENFORCEMENT CENTER.

ON MARCH 24TH AT APPROXIMATLEY 10:23 PM, OFFICERS SAW TWO VEHICLES RACING SOUTHBOUND IN THE 2100 BLOCK OF ANDREWS HIGHWAY AT A VERY HIGH RATE OF SPEED.

OFFICERS ATTEMPED TO CONDUCT A TRAFFIC STOP ON A BROWN 2917 CHEVY SILVERADO, THE DRIVER OF THE SILVERADO REFUSED TO STOP. THE VEHICLE EVENTUALLY STOPPED IN THE AREA OF 19TH AND KERMIT. THE DRIVER OF THE VEHICLE WAS IDENTIFIED AS JOHN ERIC MCGUIRE, 25-YEARS-OF-AGE. AND THE BACK PASSENGER WAS IDENTIFIED AS A 1-YEARS-OLD MALE.

JOHN ERIC MCGUIRE WAS CHARGED AND ARRESTED FOR EVANDING ARREST OR DETENTION IN A MOTOR VEHICLE “3RD DEGREE FELONY’, ENDANGERING A CHILD STATE JAIL FELONY”, AND RACING ON A HIGHWAY “CLASS B MISDEMEANOR”.

ON MARCH 25TH AT APPROXIMATELY 1:14AM, ODESSA POLICE RESPONDED TO MEDICAL CENTER HOSPITAL IN REFERENCE T A STAB VICTIM. OFFICERS MADE CONTACT WITH JOSEPH FLANAGAN, 38-YEARS-OF AGE. FLANAGAN SUSTAINDED A STAB WOUND TO HIS TORSO AND LIFE-THREATENING INJURIES

WITNESSESS REPORTED THAT AFTER A DISTURBANCE OCCURRED IN THE 300 BLOCK OF WEST UNIVERSITY, FLANAGAN WAS STAPPBED BY A KNOWN PERSON, IDENTIFIED AS JUSTIN HENDERSON, 21-YEARS-OF-AGE.

JUSTIN HENDERSON WAS CHARGED AND ARRESTED WITH AGGRAVATED ASSAULT WITH A DEADLY WEAPON “2ND DEGREE FELONY” AND TRANSPORTED TO THE ECTOR COUNTY LAW ENFORCEMENT CENTER.

ON SATURDAY, MARCH 24TH AT APPROXIMATELY 8:30PM ODESSA FIRE RESCUE RESPONDED TO A STRUCTURE FIRE AT THE 1100 BLOCK OF ELECTRIC IN SOUTH ODESSA. THE STRUCTURE SUSTAINED SIGNIFICANT HEAT AND SMOKE DAMAGE THERE NO INJURIES REPORTED.

SERVERAL FIRE DEPARTMENT UNITS ARRIVED AT THE SCENE AND QUICKLY EXTINGUISHED THE FIRE WITH-IN 20 MINUTES.

ECTOR COUNTY/ODESSA, TEXAS/MARCH 24, 2018 – ECTOR COUNTY HELD IT’S FIRST SATURDAY PASSPORT FAIR AT THE ECTOR COUNTY COURTHOUSE, ON SATURDAY, MARCH 24TH FOR THOSE RESIDENT THAT WERE NOT ABLE TO TAKE OFF FROM WORK DURING THE WORK WEEK OR TAKE THEIR CHILDREN OUT OF SCHOOL.

“THIS IS THE ONLY ONE WE HAVE SCHEDULED THIS SPRING. AND THEN, THEY CAN BRING A PASSPORT PHOTO WITH THEM OR WE CAN MAKE THOSE HERE ON SITE; AND THEN THEY NEED TWO FORMS OF PAYMENT: ONE TO THIS OFFICE AND ONE TO THE U.S. DEPARTMENT OF STATE. THE PAYMENT TO THIS OFFICE HAS TO BE A MONEY ORDER OR CREDIT CARD, AND THEN TO THE U.S. DEPARTMENT OF STATE IT MUST BE A CHECK OR MONEY ORDER.”

ODESSA, TEXAS/MACRCH 24, 2018 – ON MARCH 24TH, AT APPROXIMATELY 4:10AM, ODESSA POLICE RESPONDED TO 8TH AND GOLDER IN REFERENCE TO A MAJOR CRASH.

A PEDESTRIAN, IDENTIFIED AS MANUEL REYES, 78-YEARS-OF-AGE, WAS WALKING NORTHBOUND IN THE CROSSWALK AT THE INTERSECTION OF 8TH AND GOLDER. A SILVER FORD TRUCK WAS TRAVELING WESTBOUND ON 8TH STREET WHEN THE FORD TRUCK STRUCK REYES. THE DRIVER OF THE SILVER FORD TRUCK FAILED TO RENDER AID AND LEFT THE SCENE OF THE ACCIDENT WITHOUT MEETING NECESSARY LEGAL REQUIREMENTS. MANUEL REYES WAS PRONOUNCED DECEASED AT THESCENE AND NEXT OF KIN HAVE BEEN NOTIFIED.

MARK DWAYNE MOYA, 44-YEARS-OF-AGE AND ASHLEY RAE WILLIAMS, 38-YEARS-OF-AGE, BOTH HAVE BEEN CHARGED WITH ENGAGING IN ORGANIZED CRIMINAL ACTIVITY “1ST DEGREE FELONY”

ON MARCH 17TH AT APPROXIMATELY 2:11PM, ODESSA POLICE RESPONDED TO THE 2600 BLOCK OF PALO VERDE IN REFERENCE TO A BURGLARY. THE INVESTIGATION REVEALED THAT UNKNOWN SUBJECTS BURGLARIZED THE RESIDENCE AND STOLE SEVERAL TAXIDERMY ITEMS AND ASSORTED TOOLS.

ON MARCH 20TH AT APPROXIMATELY 4:19PM, THE CRIMINAL INVESTIGATION DIVISION EXRECUTED A SEARCH WARRANT TO THE 6500 BLOCK OF OPAL DRIVE AND RECOVERED SEVERAL TAXIDERMY ITEMS AND DOZENS OF ASSORTED TOOLS.

OPD DETECTIVES OBTAINED WARRANTS FOR MOYA AND WILLIAMS AND WERE CHARGED AND ARRESTED WITH ENGAGING IN ORGANIZED CRIMINAL ACTIVITY “1ST DEGREE FELONY.” MORE ARRESTS ARE ANTICIPATED AS THE INVESTIGATION CONTINUES.
