ODESSA, TEXAS/OCTOBER 21, 2017/OPD – THE ODESSA POLICE DEPARTMENT’S S.W.A.T. TEAM AND THE CRISIS NEGOTIATING TEAM HAVE INDIVIDUALIZED TRAINING THROUGHOUT THE YEAR. ONCE A YEAR IN THE MONTH OF OCTOBER S.W.A.T. AND CNT HAVE A JOINT TRAINGING OPERATION.

“THIS DAY AGE THERE’S ALWAYS GONNA BE A HOSTAGE SITUATION, FAMILY DISTURBANCE OR SOMETHING LIKE THAT, WHERE SOMEONE IS TAKEN HOSTAGE OR SOMEBODY, WHO HAS MENTAL PROBLEMS MAY BARRICADE THEMSELVES, MAY BE A THREAT TO THE COMMUNITY. SO, THEN, WE GET TOGETHER AND TRAIN ON TRYING TO TAKE CARE OF THAT ISSUE BY HAVING NEGOTIATORS, ‘CAUSE ALL WE ALL WANT TO DO FIRST, HAVE NEGOTIATORS, AT LEAST TRY TO TALK THESE PEOPLE OUT, AND WE’RE THE SECOND RESORT.  IF WE CAN’T GET THEM OUT WE HAVE TO THEN GO IN SOMETIMES TO GET THEM. SO, THIS TYPE OF TRAINING HELPS US DO THAT.”

THE TRAINING SENERIO IS OF A ‘HOSTAGE SITURATION’. THE GOAL THIS TYPE OF TRAINING SENERIO IS TO GET CLOSE TO THE SUBJECT; MAKING MOVEMENTS THAT WILL ALLOW THE S.W.A.T TEAM TO GET CLOSER TO THE LOCATION, AND MAKE AN ASSESMENT OF THE SITUATION.

“HOSTAGE ISSUE. YOU HAVE A SUSPECT, AND THEY CAN HAVE SOMEBODY INSIDE THEY DO NOT ALLOW TO COME OUT OF THE HOUSE. WE HAVE TO THEN TRY TO TALK HIM IN TO LETTING THE VICTIM OUT, AND THEN, AFTER THE VICTIM COMES OUT, THEN IT ALL TURNS INTO A BARRICADED SUBJECT. A BARRICADED SUBJECT IS SOMEBODY THAT’S IN THE HOUSE BY HIMSELF, AND REALLY, THE ONLY THREAT IS TO HIMSELF AND NOT ANYBODY ELSE AROUND. AND SOMETIMES A BARRICADED SUBJECTS, THEY CAN BE THE TYPE THAT CAN BE. IF WE DID’NT COME THERE, THEY MAY END UP LEAVING THE HOUSE, AND BE A THREAT TO THE COMMUNITY. SO, WE THEN KEEP THEM IN THE HOUSE AND NEGOTIATE THEM OUT.”

THE CITY OF ODESSA HAS ALLOWED THE S.W.A.T. TEAM TO USE HOUSES THAT ARE SCHEDULED TO BE DEMOLISED FOR THEIR TRAINING SENERIOS. THIS OPPORTUNITY ALLOWS THE TEAM A MORE ACUATE SENSE OF WHAT THEY MAY ENCOUNTER IN ACTIVE HOSTAGE SITUATION.

“IT GIVES AN OPPORTUNITY TO SEE DIFFERENT FLOOR PLANS AND HAVE THEM TO BE ABLE TO THINK AND FIGURE OUT THE WAY OF SOLVING A SITURATION.”
