DRB MEDIA COMMUNICATIONS DIGITAL NEWS-NEWS BRIEF(111417)-STANDOFF AT THE 1600 BLOCK OF EAST 36TH STREET & HOWARD G. HARRIS, ARRESTED

ODESSA, TEXAS/NOVEMBER 14, 2017/OPD – ON TUESDAY, NOVEMBER 14, 2017 AT APPROXIMATELY 5:36AM, ODESSA POLICE RESPONDED TO THE 1600 BLOCK OF EAST 36TH STREET IN AN ATTEMPT TO LOCATED A WANTED SUBJECT: WAYNE ALAN SLAY, 37 YEARS OF AGE. WHEN OFFICERS ARRIVED, THEY OBSERVED A MALE SUBJECT MATCHING THE DESCRIPTION OF SLAY INSIDE THE RESIDENCE.

OFFICERS ATTEMPTED TO MAKE CONTACT WITH SLAY BUT THE SUBJECT REFUSED TO COME OUT, AND, THEN  BARRICADED HIMSELF INSIDE THE RESIDENCE. THE OPD SWAT TEAM RESPONDED TO THE SCENE AND SLAY WAS EVENTUALLY TAKEN INTO CUSTODY AT APPROXIMATED 8:02AM.

“WE ARE ALSO CONDUCTING AN NARCOTICS INVESTIGATION AT THAT SAME LOCATION. WE DO RECEIVE SEVERAL TIPS IN REFERENCE TO POSSIBLE NARCOTICS ACTIVITY TAKING PLACE AT THAT RESIDENCE. SLAY WAS WANTED FOR SEVERAL WARRANTS INCLUDING: ASSAULT ON A PUBLIC SERVANT-FAILURE TO APPEAR, ASSAULT CAUSING BODILY INJURY, FAMILY VIOLENCE, AND A COUPLE OF OTHER WARRANTS AS WELL. SO, BASED ON THE SEVERITY OF THE SITUATION; THE SWAT TEAM AND THE BOMB SQUAD WAS UTILIZED ”

WAYNE ALAN SLAY, WAS ARRESTED AND CHARGED FOR THE FOLLOWING WARRANTS: ASSAULT ON A PUBLIC SERVANT-FAILURE TO APPEAR “3RD DEGREE FELONY; RESISTING ARREST-GOING OFF BOND “CLASS A MIDEMEANOR”, AND DRIVING WHILE INTOXICATED-FAILURE TO APPEAR CLASS BE MISDEMEANOR.”

SLAY WAS TRANSPORTED TO THE ECTOR COUNTY LAW ENFORCEMENT CENTER.

 

OFFICERS PATROLLING THE SOUTH SERVICE OF THE 5900 BLOCK OF EAST HIGHWAY 191, OFFICERS OBSERVED A BLACK 2014 CHEVROLET SILVERADO PARKED FACING EASTBOUND. OFFICERS MADE CONTACT WITH HOWARD G. HARRIS, 36-YEARS-OF-AGE, WHO WAS THE DRIVER OF THE LISTED VEHICLE. HARRIS WAS FOUND ASLEEP ON THE DRIVER SIDE OF THE VEHICLE WITH THE ENGINE RUNNING WITH THE GEAR IN THE “DRIVE” POSITION.

OFFICERS ASKED HARRIS TO EXIT THE VEHICLE AND OBSERVED HIM SHOVING A CIGARETTE PACK INTO THE BED OF THE TRUCK IN AN ATTEMPT TO HIDE IT. OFFIERCES RETRIEVED THE CIGARETTE PACK, WHICH CONTAINED A BAG OF COCAINE. OFFICERS, THEN SEARCHED THE VEHICLE AND FOUND HARRIS TO BE IN POSSESSION OF APPROXIMATELY 21 GRAMS OF METHAMPHETAMINE, CLONAZEPAM, XANAX, ACETAMINOPHEN, MARIJUANA AND A DIGITAL SCALE WITH A WHITE CRYSTAL LIKE SUBSTANCE ON IT.

HOWARD G. HARRIS WAS ARRESTED AND CHARGED FOR MANUFACTURE OR DELIVERY OF METHAMPHETAMINE “1ST DEGREE FELONY”, TAMPERING WITH PHYSICAL EVIDENCE “3RD DEGREE FELONY”, POSSESSION OF COCAINE “STATE JAIL FELONY”, RESISTING SEARCH “CLASS A MISDEMEANOR” POSSESSION MARIJUANA “CLASS B MISDEMEANOR”, AND THREE COUNTS OF POSSESSION OF DANEROUS DRUGS “CLASS A MISDEMEANOR”.
