ECTOR COUNTY/ODESSA, TEXAS/APRIL 11, 2018 – THE ECTOR COUNTY COMMISSIONERS AND THE ODESSA CITY COUNCIL HELD A MEETING TUESDAY, APRIL 10TH IN THE ECTOR COUNTY COMMISSIONERS COURT TO ADDRESS THE PROBLEMS AND THE POSSIBLE CONTRUCTION OF A NEW COURTHOUSE.

“THIS DOWNTOWN REVITELIZATION, THE CITY’S GOT GREAT THINGS GOING. SO, YOU KNOW, I JUST WENT TO THEM. HEY! HOW CAN WE WORK TOGETHER ON THIS?”

AN IDEA THAT WAS BROUGHT TO THE COMMISSIONERS AND MEMBERS OF THE ODESSA IS TO APPROACH OIL COMPAINES FOR A FINANCIAL INVESTMENT IN THE CONTRUCTION OF THE COURTHOUSE. IT’S UNSURE IF THIS TYPE OF INVESTMENT WOULD BE A VIOLATION OF LAW.

“IT’S A MARRIAGE. THE CITIZENS ARE MARRIED TO THE OIL AND GAS FIELD. OIL AND GAS ARE MARRIED TO THE CITIZENS, BECAUSE THEY RELY ON THE CITIZENS JUST AS MUCH AS THE CITIZENS RELY ON THEM.”

“THAT WOULD HAVE TO BE RESEARCHED. I COULD’NT REALLY TELL YOU WITHOUT SOMEONE DOING THE LEGAL RESEARCH AND SEEING IF THAT IDEAL WAS LEGALLY VIABLE. I KNOW, FOR ME PERSONALLY, THERE WOULD BE SOME ISSUES WITH THAT, BECAUSE, YOU KNOW, YOU’RE TALKING ABOUT A COURTHOUSE, WHICH YOU KNOW, SHOULD BE A SYMBOL OF EQUALITY UNDER THE LAW. YOU KNOW, IT’S NOT LIKE YOU’RE SELLING NAMMING RIGHTS TO A BALLPARK.”

THERE IS A CONCERN THAT THE RESIDENTS OF ECTOR COUNTY AND THE CITY ODESSA MAY NOT WANT FUND THE CONSTRUCTION OF THE NEW COURTHOUSE.

“THERE’S AN IMMEADIATE NEED. WE DON’T NECESSARILY HAVE THE FUNDS OR KNOW WHERE WE CAN GET THE FUNDS. YOU HAVE THE SITUATION, WHERE THE CITIZENS THEMSELVES MIGHT NOT LIKE THE IDEA OF DIGGING IN THEIR POCKETS EVEN MORE. AND THEN, WE HAVE THE SITUATION OF INFLATION AS WELL. SO, ALL THOSE FACTORS COMBINED, WHY NOT THINK OUTSIDE OF THE BOX.”

THERE ARE STRUCTURAL DEFICIENCIES IN THE COUNTY COURTHOUSE. AND THE EMPLOYEES AND STAFF HAVE TO WORK IN A SOMEWHAT UNSAFE ENVIRONMENT.

“THE CONSTITUTION REQUIRES US TO HAVE AN OPEN COURTS. WE NEED TO MAKE SURE THAT’S THE CASE. WE DON’T WANT TO HAVE THE SITUATION WHERE BUILDING KEEPS DETERIORATING, TO A POINT WHERE IT CAN’T SERVE ITS PURPOSE. WE DON’T WANT TO BE LIKE JUDGE ROY BEAN UNDER A TENT OUT IN THE MIDDLE OF THE OIL FIELD HOLDING COURT, YOU KNOW.”

THE ECTOR COUNTY COMMISSIONERS AND THE ODESSA CITY COUNCIL HAVE SCHEDULED THEIR NEXT NEW COURTHOUSE MEETING FOR APRIL 17TH AT 1:30PM IN THE ECTOR COUNTY COMMISSIONER’S COURT.
